Mission and Vision Statements
 
The Mission of the Paine College Athletic Compliance Office is to uphold the College’s dedication to excellence by efficiently conducting the business of NCAA Compliance as directed by the College’s president, the NCAA, SIAC, the Senior Vice President of Institutional Advancement.
 
The Vision of the Athletics Compliance Office is to strive to maintain the highest standards of excellence and professionalism by working with all athletic staff members, student-athletes, college personnel, and the community to decrease secondary violations through education and monitoring.
 
Institutional Control
It is the responsibility, commitment, and obligation to operate the intercollegiate athletics programs accordingly with the rules and regulations of the NCAA Division II. The institution is responsible for the conduct of its staff members and for the actions of any other individual or organization engaged in activity of athletics interest of the institution.
 
The institution shall comply with all applicable rules and regulations of the NCAA. It shall monitor its programs to assure compliance and to identify and report to the NCAA when compliance has not been achieved. In any such instance, the institution shall cooperate fully with the investing process and take appropriate corrective actions. Members of the institution’s staff, student-athletes, and other individuals representing the athletic interests of the institution shall be responsible for such compliance.
 
Compliance is a “shared responsibility” and the expectation of accountability is for everyone’s actions: student-athletes and staff.

II. GENERAL COMPLIANCE INFORMATION/RULES TO LOOK AT

It shall be the college’s commitment to maintain control of its athletics programs through responsible administrators, faculty and institutional bodies: to educate coaches, staff, student-athletes, and those individuals involved with athletic interests. It is the responsibility of the institution to develop operating systems within the department to promote work with the rules, to discover and report any violations of the rules and maintain competency within the knowledge of the rules.
Paine College by virtue of its membership in the National Collegiate Athletic Association (NCAA) and the Southern Intercollegiate Athletic Conference (SIAC) is responsible for ensuring complete compliance of all its constituencies (i.e. college staff, student-athletes, alumni, fans, boosters, and friends) with all NCAA and SIAC rules and regulation. 14.01.2  ACADEMIC STATUS. To be eligible to represent an institution in intercollegiate athletics competition, a student-athlete shall be enrolled in at least a minimum full-time program of studies, be in good academic standing and maintain progress toward a baccalaureate or equivalent degree. (Revised: 5/12/09)
 
 14.1.8.1 REQUIREMENT FOR PRACTICE OR COMPETITION. To be eligible for practice or competition, a student-athlete shall be enrolled in at least a minimum full-time program of studies leading to a baccalaureate or equivalent degree as defined by the institution, which for purposes of this bylaw and its subsections shall not be less
than 12-semester or -quarter hours, regardless of the institution’s definition of a minimum full-time program of

14.2  SEASONS OF COMPETITION: 10-SEMESTER/15-QUARTER RULE
A student-athlete shall not engage in more than four seasons of intercollegiate competition in any one sport.  An institution shall not permit a student-athlete to represent it in intercollegiate competition unless the individual completes all of his or her seasons of participation in all sports within the time frame of 10-semesters/15-quarters.
 
14.4.1  PROGRESS -TOWARD-DEGREE REQUIREMENTS To be eligible to represent an institution in intercollegiate athletics competition, a student-athlete shall maintain progress toward a baccalaureate or equivalent degree at that institution as determined by the regulations of that institution. As a general requirement, “progress toward degree” is to be interpreted at each member institution by the academic authorities who determine the meaning of such phrases for all students, subject to controlling legislation of the conference(s) or similar association of which the institution is a member. 14.4.3.1.4 HOURS EARNED DURING ACADEMIC YEAR. A student-athlete shall earn at least 75 percent of the minimum number of semester or quarter hours required for progress toward degree during the regular academic year. The student-athlete shall earn no more than 25 percent of the minimum number of semester or quarter hours required for progress toward degree during the summer or through correspondence courses taken during the 1993-94 academic year and thereafter. 14.4.3.1.5  DESIGNATION OF A DEGREE PROGRAM A student-athlete shall designate a program of studies leading toward a specific baccalaureate degree at the certifying institution by the beginning of the third year of enrollment (fifth semester or seventh quarter) and thereafter shall make progress toward that specific degree. This provision shall be applicable to the eligibility not only of a continuing student, but also of a transfer student from a four-year or two-year collegiate institution who is entering his or her third year of collegiate enrollment, even if the student has not yet completed an academic year in residence or used a season of eligibility in a sport at the certifying institution. Designation of a specific baccalaureate degree program may be accomplished by: (Revised: 6/22/11)
 
(a) Formal enrollment by the student-athlete in a specific baccalaureate degree program; or
 
(b) Approval by an appropriate academic official (who must not be an academic adviser/counselor employed by the athletics department) of the program leading to the specific baccalaureate degree that the student-athlete is pursuing.
 
14.4.3.2 FULFILLMENT OF MINIMUM GRADE-POINT-AVERAGE REQUIREMENTS.  A student-athlete shall meet the “satisfactory completion” provision of this requirement by maintaining a grade-point average that places the individual in good academic standing, as established by the institution for all students who are at an equivalent stage of progress toward a degree. Here at Paine College the minimum GPA for all student-athletes is a 2.0.
